For federal small business set aside contracts for supplies, the solicitation uses the NAICS code of the item's manufacturing industry, not a wholesale code. A supplier that does not make the item can still qualify under the SBA nonmanufacturer rule (13 CFR 121.406) when it meets that rule's conditions, which include supplying the product of a small business manufacturer made in the United States unless a waiver applies. Good Vibes Supply will rely on this rule only once its registrations are active, and confirms eligibility bid by bid.
